Shannon Marshall is a Second-Chance Workforce Consultant, speaker, and advocate dedicated to helping employers, organizations, and communities successfully engage, support, and retain justice-impacted individuals in the workforce.

After spending 25 years incarcerated in the Texas prison system, Shannon successfully navigated reentry and understands firsthand the challenges that individuals face when returning to the workforce, rebuilding their lives, and creating long-term stability. Today, he uses that lived experience to help employers, workforce professionals, educational institutions, and policymakers bridge the gap between second-chance hiring and real-world workforce success.

Through HeartCheck PSG, Shannon provides workforce consulting, training, workshops, and speaking engagements designed to improve workplace culture, strengthen communication, reduce turnover, and support successful second-chance employment programs.

Shannon’s experience spans engagement and building with employers, workforce leaders, college students, nonprofit organizations, and policymakers—bringing a grounded, real-world perspective that connects lived experience with practical workforce solutions.

He believes that successful reentry benefits everyone—individuals, families, employers, and communities. His work focuses on helping organizations understand the people they hire while empowering individuals to achieve long-term success in the workforce.

Advocacy & Leadership

• Advocated for criminal justice reform and second-chance employment opportunities


• Participated in Texas Board of Criminal Justice meetings and policy discussions


• Engaged with lawmakers and stakeholders at the Texas Capitol
• Served in leadership roles supporting prison transparency and accountability efforts


• Served as Vice President of the Texas Prison Transparency Project and helped guide the organization through its transition to 501(c)(3) nonprofit status
